How does ULEZ affect Vans and Minibuses?

With just over a month to go until the introduction of the UK’s first ever ULEZ (Ultra Low Emission Zone), it is estimated that approximately 80% of vans currently on the UK roads will not be compliant with the standards required by the new zone.

London's Ultra Low Emission Zone (ULEZ) which will come into effect from 8th April 2019 means that all vehicles that do not meet the exhaust emission standards will be subject to a daily charge when travelling in central London in addition to the Congestion Charge. Unlike the Congestion Charge it will operate 24 hours a day, every day of the year, including weekends and public holidays.

 The ULEZ applies to vans and minibuses including:

  • Small vans (weighing up to and including 1.205 tonnes unladen weight)
  • Larger vans, 4X4 light utility vehicles, motorised horseboxes, pickups (over 1.205 tonnes unladen weight up to and including 3.5 tonnes gross vehicle weight)
  • Ambulances and motorcaravans (2.5 tonnes to 3.5 tonnes)
  • Minibuses (more than 8 passenger seats, not over 5 tonnes

The ULEZ will be enforced based on the declared emissions of the vehicle rather than the age, but:

  • All new diesel vans sold from September 2016 should meet the Euro 6 standard
  • All petrol vans registered with the DVLA from January 2006 meet the Euro 4 standard

That means, if you operate a non-compliant vehicle within the ULEZ your annual operating cost could increase dramatically as per the table below.
