Since the introduction of London's ULEZ, more local authorities are considering implementing new measures to tackle air pollution with the introduction of clean air zones (CAZs).

As a result, the majority of the UK will be implementing some form of air improvement strategy within the next few years. Check out the BVRLA's interactive map to see where these are being implemented or considered.

Basildon Council met on 14 May to agree plans that include bringing in a speed limit of 50mph on a toxic section of the A127, increasing EV charging points, fining motorists for idling in the town, offering businesses within the zone advice and support on upgrading their cleaner vehicles and improving cycling routes in the area. A public consultation will be launched later this year before submitting an Outline Business Case to DEFRA.

A consultation, seeking peoples’ views on the non-charging Clean Air Zone, will take place later this year.

In 2018, Basingstoke and Deane Borough Council submitted a targeted feasibility study into nitrogen dioxide compliance, which identified a section of the A339 as exceeding the annual mean NO2 Air Quality Directive Limit value. The Council’s modelling projected that the section would be compliant in 2021 but concluded that reducing the speed limit from 70 to 50 mph could bring forward compliance to 2019. They are conducting further scoping work to identify if this is a feasible measure.

Bath and North East Somerset

Central Government has approved Bath and North East Somerset’s plan to implement a Class C CAZ starting in 2020. The impacted area roughly follows the A36, to the south and east of the river Avon, and along a jagged line from Cleveland Place to Sion Hill.  The area incorporates the Botanical Gardens to the west of the city and may be extended to the Pulteney Estate in the East. The minimum standards are: Euro 6 diesel vehicles and Euro 4, 5 or 6 petrol vehicles. Non-compliant buses, coaches and HGVs will be charged £100/day, and LGVs, vans, private hire vehicles and taxis will be charged £9/day.Other information: 

  • Local Bath scrappage scheme of £2,000.
  • The council is requesting government funds to enable residents and workers with old cars, which don't even meet Euro 4 emissions standards - which have been mandatory for new cars since 2006 - can upgrade, contributing to an improvement in air quality. Councillors will debate the measures early in March.

The government has instructed nine local authorities, including Bolsover District Council, that non-compliance of air quality limits was more persistent than originally thought. The outcome of this is that a further Ministerial Direction was issued on 4th October 2018 requiring the Council to develop a plan to bring about compliance in the shortest possible time. Funding for this work has been provided from the central Government. The Council was mandated to provide an initial plan by 31 January 2019 and to “identify a preferred option for delivering compliance in the shortest possible time and setting out value for money considerations and implementation arrangements” by 31 October 2019.

As part of the Greater Manchester Clean Air Plan to ‘tackle nitrogen dioxide exceedances’ Bolton, Bury, Oldham, Rochdale, Stockport, Tameside, Trafford, Wigan, and the cities of Manchester and Salford have announced proposals for a joint charging clean air zone covering the whole of Greater Manchester.

The class C Clean Air Zone would only target HGVs, LGVs, buses taxis and private hire vehicles. Buses and lorries will be charged £100 a day while taxis and private hires will be charged a proposed £7.50 a day.

Minimum Emission Standards for the proposed class C charging zone:

  • Bus/HGVs – Diesel Euro 6
  • Van and minibus – Diesel Euro 6
  • Taxis and private hire vehicles – Diesel Euro 6, Petrol Euro 4

The proposals will be consulted on before a final plan is agreed.

Bristol

Bristol City Council has proposed a combination of a diesel car ban and Category B Clean Air Zone (CAZ).

  • A central zone, where privately owned diesel cars will be banned between 07:00 and 15:00, seven days a week and regardless of their emissions output.  The affected area includes part of the M32, the old city, Redcliffe, Spike Island, the Harbourside and part of Hotwells.  Vehicles, with the exception of taxis and emergency services, will incur fines if they stray into the area.
  • A wider CAZ would be in operation around the perimeter of the diesel ban area, 24 hours a day seven days per week, affecting all vehicles except private cars.

The initial plans have been submitted to the Government and if approved would come into force in March 2021.

Drivers of non-compliant vehicles would be charged £10 per day to enter the zone, with an exemption for local residents and others.

Coventry

The Government has rejected Coventry City Council’s £83million plan to cut pollution and has ordered the Council to implement a CAZ with a view to comply with NO2 limits by 2023. The Government has awarded Coventry £4.3m from the Implementation Fund to complete modelling by 14 June to demonstrate the class of CAZ needed. The Council must present a full business case to Government by 27 September at the latest. Councillor O’Boyle criticised the Government’s decision saying that ‘they are asking us to make every arterial road in the city part of a charging zone and that’s completely unacceptable. I don’t think they understand that in Coventry a Clean Air Zone would end up being a series of fragmented zones that would potentially bring the whole city to a standstill – without offering any real long term solutions for the city.’ DEFRA announced it would consider alternative options if the Council can prove they would deliver compliance as soon as or earlier than a CAZ.

A petition has been launched against the central Government’s directive to implement a class D CAZ in Coventry. Coventry City Council has until 14 June to revise its air quality plans to ensure the local authority complies with nitrogen dioxide limits, but a petition has been set up by those opposing a levy on motorists. The petition’s organiser Dave Nellist, a former Coventry MP and Councillor who leads the city’s socialist party, said we ‘want to see determined action to improve air quality, protect people’s health and tackle climate change, but this isn’t the way to go about it’ and that ‘the best solution to reduce transport-related air pollution, as our petition argues, would be by introducing free public transport in Coventry.’

Dudley Metropolitan Borough Council has confirmed it will take forward new measures to tackle localised air pollution, including:

  1. The retrofitting of approximately 400 buses with technology to reduce emissions;
  2. Traffic management measures such as adjustments to signalling to reduce congestion;
  3. Behavioural change campaigns to encourage individuals to take action and reduce their contribution to air pollution.

E

Edinburgh

Edinburgh City Council has published its draft proposals to roll-out a two-tier Low Emission Zone (LEZ) by the end of 2020, which will be the subject of public consultation. Non-compliant cars, buses and lorries will be banned from the city centre but a separate zone from the wider city will exempt cars from the rules:  

  • Buses, coaches and commercial vehicles will have until the end of 2021 to meet the city centre standards and 2023 to meet city-wide standards.
  • Cars will have until the end of 2024 (this could be extended to 2025) to meet city centre standards. 

Compliant vehicles are those with petrol engines that meet Euro 4 standards; diesel cars that meet Euro 6 standards; and diesel HGVs that meet Euro 6 standards. The proposed charges have yet to be confirmed.

Fareham

In December 2018 Fareham announced its planned measures to reduce nitrogen dioxide levels. These are providing better infrastructure and encouraging walking and cycling, real-time information on bus stops, improvements to traffic signals on Market Quay and scheme to encourage taxis to change from older diesel vehicles to newer ones. There was no support for a CAZ.

Gateshead

Newcastle, Gateshead, and North Tyneside Councils have together proposed a charging Clean Air Zone (CAZ) Category C for 2021. This CAZ would include buses, coaches, taxis, vans and HGVs. The proposal differs from CAZ D suggestion that would have included private cars.  The proposed CAZ charges for vehicles that do not meet emissions standards are as follows: 

  • HGVs - £50 per day 
  • Buses - £50 per day 
  • Coaches - £50 per day 
  • Taxis (Hackney Carriages and private hire vehicles) - £12.50 per day 
  • Vans - £12.50 per day 

Any future charges after 2021 would be determined after further consultation once the other measures had been agreed and implemented.

Glasgow

Glasgow City Council have implemented Scotland’s first ‘Low Emission Zone’ (LEZ), which came into effect in parts of the city from 31 December 2018. Glasgow is one of four cities (the others being Aberdeen, Dundee and Edinburgh) required by the Scottish Government to implement a LEZ by 2020. However, to date, Glasgow is the only one to have had its plans approved by its local committee.Initially, the city’s LEZ seeks to reduce emissions from buses operating around the designated zone - which is largely the same as the existing city centre ‘Air Quality Management Area’ - with a phased implementation over a four-year period. More action will be required though to tackle the high levels of nitrogen dioxide (NO2) measured in the city centre which is why the council will incorporate all vehicles types (including cars) by the end of 2022.Further work will be undertaken to expand the LEZ to include other vehicles, and the council has established a ‘LEZ Delivery Forum’ to lead the discussion with stakeholders about any potential challenges to the implementation of the next stage. The proposed LEZ would ban any vehicle not meeting the following standards:

  • Euro 3 motorcycles and mopeds
  • Euro 4 petrol engines
  • Euro 6 diesel engines
  • Euro VI heavy diesel engines

Guildford

Guildford submitted their Outlined Business Case to the Government in December 2018, which identified reducing the 70mph speed limit to 50mph in a stretch of the A331 in the areas of Rushmoor Borough Council and Surrey Heath Borough Council as the Council’s preferred measure to achieve compliance with NO2 limits.

Heathrow Airport has announced tough new measures to protect local air quality, reduce emissions and encourage more passengers to travel to the airport using sustainable and public transport.

An Ultra-Low Emission Zone (ULEZ) will be established from 2022, introducing minimum vehicle emissions standards for passengers’ cars and private hire vehicles entering car parks or drop-off areas outside Heathrow’s terminals. The ULEZ will then transition to a Vehicle Access Charge (VAC) scheme from 2026, following improvements to public transport access to the airport and targeting all passenger cars, taxis and private hire vehicles.

As Leeds City Council's air quality plans have now been approved by Government a Class B Clean Air Charging Zone (CAZ) will be introduced after July 2020.  Buses, taxis and HGVs will be subject to the following charges:

  • Buses/coaches £50p/d
  • HGVs £50p/d
  • Taxis/PHEVs £12.50p/d

The Council is also engaging with other cities outside of London to agree on a common charging structure following the BVRLA's call to ensure that charging schemes are as standardised as possible. Vans and cars are not impacted by the CAZ.Other information: 

  • The council is offering financial support to taxi & private hire drivers and will make £2.3m available to help owners, leaseholders and operators of affected vehicles with the costs of switching to cleaner models.
  • Upgrade/retrofit grants (up to £16000) for owners of non- scheduled buses & coaches.  A similar amount expected for HGV operators.
  • £10000 loans per vehicle (to switch to compliant or LPG retrofit) or £1500 grant per vehicle to cover transactional costs for taxis or PHVs licensed with Leeds Council.

London

On 8 April 2019, the T-charge was replaced by a ULEZ, which operates 24 hours per day, seven days per week within the current congestion charge area. ULEZ charges are £12.50 per day for non-compliant cars, motorcycles and vans and £100 per day for heavier vehicles including lorries. These charges are payable in addition to the weekday Congestion Charge and Low Emission Zone (LEZ) charge.

The ULEZ will be extended to an area 18-times larger than the original zone by 25 October 2021, encompassing London boroughs up to both the North and South Circular roads. The Mayor also announced intentions to tighten the standards for the most polluting heavy vehicles including buses, coaches and lorries across the whole of London from October 2020.

Funding: £25m to support low-income Londoners to scrap older cars, along with £23m aimed at micro-businesses and charities to scrap older vans and minibuses.

Exemptions: residents within the zone to have 100% ULEZ exemption and will continue to receive 90% discount for vehicles that do not meet T-Charge emissions standards until 24th October, after which they will pay the full ULEZ charge; vehicles registered with 'disabled' or 'disabled passenger vehicles' tax classes 100% exempt until 26th October; and London-licenced taxis are 100% exempt due to their 15 year age limit and because all new vehicles must be zero-emission capable.

Newcastle

Newcastle, Gateshead, and North Tyneside Councils have proposed the introduction of a Category C Clean Air Zone (CAZ) in 2021. The CAZ will include buses, coaches, taxis, vans and HGVs. The proposal differs from the original CAZ Category D propsal, which would have included private cars. The proposed charges are:

  • £50 per day for HGVs, buses and coaches; and
  • £12.50 per day for vans and taxis (Hackney Carriages and private hire vehicles).

No charge for cars.

Other information

  • New delivery hubs are proposed for smaller goods vehicles outside of the charging zone to enable 'last mile' deliveries by electric vehicle or cargo bicycle.
  • Supporting measures include grants to enable vehicle upgrades and grace periods when the measures are first implemented. 

Any future charges after 2021 would be determined subject to further consultation once the other measures had been agreed and implemented.

Oxford City Council have released new plans for a Zero Emission Zone (ZEZ) to begin operating in the city centre by the end of 2020.   The plans see the council taking a staggered approach towards its final target of zero transport emissions within the city by 2035. The proposals would initially ban all non-zero emission capable vehicles during specified hours from parking and loading on a public highway within an inner zone, while in a larger zone the buses would need to meet Euro 6 standards.  At the same time, citywide taxi emissions standards would be applied from 2020, with those standards gradually rising by 2025.  The main features of the plans are:

  • The introduction of a 'Red Zone' charging scheme between 7am-7pm, with a £10 charge for non-compliant vehicles entering the zone.
  • Discounts for all blue badge holders entering the zone until December 2024.
  • Exemptions for businesses registered in the zone until December 2024, followed by a discount until December 2030.
  • A 90% discount for residents living in the zone until December 2030.
  • Buses and Oxford-licensed Hackney Carriages which drive within the planned Zero Emission Zone have already agreed on timelines for zero-emissions fleets across Oxford and will not be subject to charges. 

The two councils launched a public consultation on the updated scheme during January 2020.  A final decision on the introduction of the zone is subject to approval by councillors at both City and County councils and if approved the ZEZ would be one of the first of its kind globally.

  • Private cars are set to be exempt.

The vehicles likely to be affected are Euro 6 for diesel (2016) and Euro 4 for petrol (2006). The deadline for responding to the Sheffield consultation is 25th August.

This would apply to all non-compliant vehicles except motorcycles and mopeds. The zone covers Newcastle city centre and the existing AQMA areas of Gosforth and Gateshead town centre.Minimum Emission Standards for the proposed class D charging zone:

  • Cars: Euro 6 diesel vehicles and Euro 4 petrol vehicles
  • LGVs: Euro 6 diesel vehicles and Euro 4 petrol vehicles
  • HGVs, buses and coaches: euro 6

The other measure the Councils are considering is a Low Emission Zone focused on Newcastle City Centre, banning non-compliant vehicles and tolls on the Tyne, Swing and Redheugh bridges.Minimum Emission Standards for the smaller low emission zone:

  • Cars: Euro 6 diesel vehicles and Euro 4 petrol vehicles
  • Lorries and buses: Euro 6

The proposed tolls would be £3.40 per journey for HGVs, £1.70 per journey for vans and £1.70 per journey for cars.
